2 | Can Scrum work for every type of work? | Scrum is for complex adaptive problems. That means there is an unknown nature of what and how. Scrum is based on Empirical Process control theory. Empiricism means you have to constantly inspect and adapt so that you can address unknownness of the problems. |
3 | What is Velocity? | At the end of each iteration, the team adds up effort estimates associated with user stories that were completed during that iteration. This total is called velocity. Knowing velocity, the team can compute (or revise) an estimate of how long the project will take to complete, based on the estimates associated with remaining user stories and assuming that velocity over the remaining iterations will remain approximately the same. This is generally an accurate prediction, even though rarely a precise one. |

It is not appropriate to have the same person do both roles since the person will be overworked and will have a conflict of responsibilities. |
